Fire Guts Karawang ATR/BPN Land Office Wednesday Night
A major fire engulfed the Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) office in Karawang regency, West Java, on Jalan Ahmad Yani, Nagasari, at around 10:54 p.m. on Wednesday (10/14/2026). The blaze burned through nearly the entire building, including operational rooms and archive warehouses storing important land documents.
Firefighters received the report at around 9:09 p.m. and deployed eight fire trucks to the scene. Crews battled the flames for several hours until the fire was extinguished early Thursday (10/15/2026).
As of Thursday morning, the cause of the fire was still unknown, pending the outcome of a police investigation once the cooling-down process was complete. Police and related agencies will conduct an in-depth investigation to determine the exact cause.
SHM Certificates Reported Destroyed, Only Warkah Survive
The incident immediately sparked public anxiety over the fate of land documents and certificates stored at the office. Silvy, head of the rights determination and registration section at the Karawang Land Office, said rescue efforts focused on documents still salvageable at the rear of the building.
"All the SHM certificates are gone. Only the warkah remain," Silvy said on Thursday (10/15/2026). Her statement indicates that freehold title certificates (SHM — Sertifikat Hak Milik, Indonesia's strongest land ownership title) were destroyed in the fire. Warkah are bundles of documents and archives that form the basis for issuing land rights and record the history of land administration, so their survival could help trace and restore data pending further examination.
Deputy Minister Visits Scene, Urges Residents to Stay Calm
Deputy Minister of Agrarian Affairs/Deputy Head of BPN Ossy Dermawan visited the scene directly. He said the fire damaged many important rooms, including four sections and several archive warehouses.
"There are quite a lot of rooms — four section heads and one head of general affairs subdivision, plus several archive warehouses," Ossy said at the scene. Although most of the building and archive warehouses were destroyed, Ossy confirmed there were no casualties. He stressed that the ATR/BPN Ministry is committed to protecting residents' land rights and will immediately restore key documents backed by a central data system, urging the public to stay calm and not panic.
Sabotage Suspicions Surface Amid Agrarian Conflict
Amid heated land disputes in Karawang, some parties suspect the fire was no mere accident. Legal practitioner and Karawang policy observer Asep Agustian openly expressed disbelief that the incident was purely caused by an electrical short circuit.
The suspicion refers to a string of public demonstrations at the Karawang ATR/BPN office in recent months. The Karawang Farm Workers Union (SEPETAK) rallied on September 8, 2026, followed by the Karawang Farmers Union (SETAKAR) on September 24, demanding a halt to building-use rights (SHGB) extensions for industries in the KIIC zone. Residents of Poponcol then stormed the office on October 7, 2026, over stalled SHM certificates under the PTSL land registration program.
Asep urged police to investigate the incident professionally, transparently, and thoroughly, including examining the possibility of deliberate sabotage and securing CCTV footage. He stressed, however, that the suspicion must be proven through an objective investigation.
