KPK Names Five Suspects in BNPB Fund Graft Case

The Corruption Eradication Commission (KPK) has named five suspects in an alleged corruption case involving the BNPB's Disaster Emergency Fund (DSP) procurement on Wednesday (10/14/2026). The announcement follows a sting operation carried out by KPK investigators on Tuesday (10/13/2026), during which 14 people were detained and billions of rupiah in cash were seized.

The five suspects are Gabriel Purwaka Sigit, head of the BNPB sub-directorate for aid and emergency management who also served as commitment-making official (PPK); Richard Erlangga, expert staff to the BNPB chief; Bima Setyawan, reportedly the younger brother of BNPB chief Lt. Gen. Suharyanto; and Gery Prasetiawan and Syifa Nrika G. from the private sector.

The Disaster Emergency Fund is the BNPB's emergency budget earmarked for rapid disaster response. The KPK alleges that the direct-appointment mechanism used in emergency situations was exploited by the suspects to circumvent applicable procurement rules.

Suspects Detained; Alleged Scheme Dates Back to 2022

The suspects were immediately detained at the KPK detention center. On Wednesday afternoon, they were seen leaving the KPK building wearing orange detainee vests with their hands cuffed, declining to comment to waiting reporters.

KPK Chairman Setyo Budiyanto stressed that investigators do not consider the family status or positions of the suspects. "We don't look at who he is," he said. The KPK alleges the graft scheme involving the BNPB fund ran from 2022 to 2026 — roughly three to four years — by exploiting direct-appointment mechanisms during disaster emergencies.

The naming of the five suspects adds to a long list of corruption cases at state agencies tasked with disaster management. The KPK says the investigation will continue to be developed to trace potential involvement of other parties and a broader flow of funds.

Evidence: Rp3.3 Billion, Gold, and Crypto Assets

From the previous day's sting operation, the KPK seized cash that was initially counted at Rp1.4 billion. Later reports put the total evidence at Rp3.3 billion, plus gold bars and gold savings accounts. Investigators also found indications of crypto assets believed to be linked to the flow of funds.

BNPB Principal Secretary Rustian, who was detained in the sting operation, has been released and now holds witness status. The BNPB said it respects the legal process and will cooperate fully during the investigation.
