Hercules' Lawyer Hands Rp800 Million to KPK Investigators

The lawyer of Hercules Rosario Marshal handed Rp800 million in cash to investigators of Indonesia's Corruption Eradication Commission (KPK) at the commission's Merah Putih building in South Jakarta on Thursday (10/15/2026). The KPK then seized the cash as evidence to examine its connection to an alleged bribery case involving land management and right-to-build (HGB) permits in Bogor Regency.

KPK spokesperson Budi Prasetyo explained that the money was handed over by NMB, the legal counsel of GRIB Jaya chairman Hercules Rosario Marshal. "On Thursday (10/15), investigators seized Rp800 million in cash from NMB, legal counsel for HRM," Budi said in his statement.

The seizure marks the latest development in the KPK's corruption investigation at the Agrarian Affairs and Spatial Planning Ministry / National Land Agency (ATR/BPN), which has been running since mid-September 2026.

Suspected Link to Summarecon Land and Bogor HGB Permits

According to the KPK, the Rp800 million is suspected to be money received by Hercules from PT Summarecon Agung Tbk (PT SMC) in connection with land management in Bogor, West Java. Investigators suspect a link between PT SMC's request to lift a land block and process its HGB permits and alleged bribery of officials within the ATR/BPN.

The developer had previously stated in a stock-exchange disclosure that the certificates under review belonged to one of its subsidiaries, and that the initial KPK inquiry had not affected its assets, projects, operations, or finances.

Case Began with Sting, Eight Suspects Named

The case began with a KPK sting operation in the Greater Jakarta area on Sept. 14, 2026, over alleged bribery in the processing of PT Summarecon Agung Tbk's HGB permits in Bogor Regency. The following day, the KPK announced eight suspects in the case.

The eight suspects include Lampri, director general of land control at the ATR/BPN ministry; Sontang Coin Manurung, head of the Bogor Regency land office I; PT Summarecon Agung Tbk president director Adrianto Pitojo Adi; private-sector figure Rizal Pahlevi; former Kebumen regent Arif Sugiyanto; politician Fahd El Fouz; and Erwin and Muhammad Fakhry.

In the operation, investigators also seized around Rp106.3 billion in rupiah and foreign currencies. According to the KPK's preliminary case reconstruction, company representatives allegedly offered Rp1.5 billion to facilitate the removal of a block on land certificates and the processing of HGB documents.

KPK Welcomes Cooperative Move, Traces Money's Origin

The KPK welcomed the handover through Hercules' lawyer as a cooperative step supporting the law-enforcement process to uncover the full case construction. "The handover of money suspected of being connected to the case, which investigators subsequently seized, represents cooperation and support for the law-enforcement process," Budi said.

The commission stressed, however, that the origin of the Rp800 million and its connection to the alleged crime remain subject to investigation and must be proven on the basis of evidence and due legal process. As of Friday morning, neither Hercules nor his lawyer had publicly responded to the KPK's statements.
