Twice Absent, KPK Threatens Forcible Summons
JAKARTA — Indonesia's Corruption Eradication Commission (KPK) has opened the option of forcibly summoning Agrarian and Spatial Planning Minister / National Land Agency chief (ATR/BPN) Nusron Wahid after he twice failed to appear for questioning as a witness. Investigators need his testimony to complete the case files.
KPK spokesman Budi Prasetyo said investigators would consider whatever steps are needed to keep law enforcement effective. “Everything will later be considered by investigators as to what form (a forcible summons) takes, because the KPK is committed to ensuring the entire law-enforcement process is carried out effectively,” Budi told reporters at the KPK's Red and White Building on Thursday night (10/15/2026).
The first summons was scheduled for Wednesday, October 7, 2026. Nusron did not show up, citing an internal agenda at the ATR/BPN Ministry. Questioning was then rescheduled for Thursday, October 15, 2026. But Nusron again failed to appear, and by midday the KPK said it had received no confirmation of any kind from him.
Nusron Said to Be in Malaysia
Acting KPK investigation director Achmad Taufik Husein later revealed that Nusron was in Malaysia on official travel during the second summons. The explanation was delivered on Friday (10/16/2026), after investigators received a letter from Nusron explaining his absence.
The KPK will assess the excuse before deciding the next step.
KPK chairman Setyo Budiyanto had earlier jabbed at the excuse for the first absence. He said the summons letter had been sent a week earlier. “Investigators sent the summons early last week, so if the reason is a pre-scheduled ministry activity, with a week's tolerance, it seems he just couldn't manage his time,” Setyo said on Thursday (10/8/2026).
Eight Suspects and the Root of the Case
The case began with a KPK sting operation on Monday, September 14, 2026. The KPK team detained 19 people across Greater Jakarta and seized evidence including electronic records and around Rp106.3 billion in cash.
The KPK has named eight suspects, including the Bogor Regency Land Office head, Golkar politician Fahd El Fouz, former Kebumen regent Arif Sugiyanto, and Summarecon Agung president director Adrianto Pitojo Adhi. Four are said to be Nusron's confidants.
Nusron's testimony is needed to establish the full construction of the case, including alleged money flows and orders in corrupt practices within the ATR/BPN Ministry.
Public Pressure: Forcible Summons if Conditions Met
FORSIBER coordinator Hamdi Putra urged the KPK not to stop at statements about a possible forcible summons. He said the repeated absences demand a clear stance from investigators so the questioning can actually happen.
“If the legal requirements for a forcible summons are met, Nusron's position as minister must not be a reason to hold back law enforcement,” Hamdi said on Friday (10/17/2026). He stressed a forced summons does not imply guilt — but state officials should set an example of obedience to the law.
