IDR 6.56 Trillion for Civil Servant Housing
The Nusantara Capital City Authority (OIKN - Otorita Ibu Kota Nusantara) has secured investment commitments totaling IDR 6.56 trillion to expedite the construction of State Civil Apparatus (ASN - Aparatur Sipil Negara) housing and urban support facilities. The announcement was delivered by Head of OIKN Basuki Hadimuljono in Nusantara, East Kalimantan, on Thursday (15/10/2026).
The total combines public-private partnership projects and purely private funding. A total of eight ASN flat (rusun - rumah susun) towers worth IDR 2.63 trillion will be built across 6.84 hectares in Planning Area 1A of the Central Government Core Area (KIPP - Kawasan Inti Pusat Pemerintahan), initiated by PT Nindya Karya.
In addition, 109 landed house units for ASN valued at IDR 2.81 trillion are being developed by PT Seratus Sembilan Nusantara—an implementing business entity of PT Intiland Development Tbk—under a Public-Private Partnership (KPBU - Kerja Sama Pemerintah dan Badan Usaha) scheme signed on October 6, 2026, targeting completion in the fourth quarter of 2028.

Five Private Investors Develop Urban Facilities
OIKN also signed five purely private direct investments worth a total of IDR 1.11 trillion to bolster urban lifestyle amenities. The largest undertaking is Grand Vista Nusantara by PT Indonesia Belt Road High Tech Development Park—an integrated commercial, apartment, and office complex valued at around IDR 1 trillion.
The other four comprise: PT Berdikari (Persero) constructing an IDR 177 billion integrated poultry farm with a capacity of 140,000 birds to strengthen municipal food security; PT FYP Karya Perdana building an IDR 20 billion sports facility and commercial center; PT Laziz Nusantara Grup presenting an IDR 10 billion restaurant, gelato outlet, and multipurpose hall; as well as PT Java Teak Indo opening an IDR 1.5 billion office and Jepara-style specialty furniture showroom.
Construction Progress: Garuda Palace Enters Finishing
Phase I construction of IKN has reached 100 percent completion. Several strategic undertakings continue at full throttle: the Coordinating Ministry offices stand at 80-90 percent progress, Garuda Palace has entered the interior finishing phase, while ASN and Defense and Security (Hankam - Pertahanan dan Keamanan) flats average 70-85 percent.
Green infrastructure is also being built: a 50 MW Solar Power Plant (PLTS - Pembangkit Listrik Tenaga Surya) that generates around 93 GWh annually and reduces 104,000 tons of carbon emissions, alongside an Integrated Waste Treatment Facility (TPST - Tempat Pengolahan Sampah Terpadu) with a capacity of 84 tons per day operating on a zero-waste concept. The government aims for IKN to officially function as Indonesia's political capital by 2028.
Blended Financing and the Global Spotlight
Basuki emphasized that building the new capital is not entirely borne by the State Revenue and Expenditure Budget (APBN - Anggaran Pendapatan dan Belanja Negara). Beyond the 2025-2028 APBN allocation of IDR 48.8 trillion, confirmed investments via the KPBU scheme stand at IDR 158.73 trillion, complemented by purely private investments of around IDR 66.5 trillion.
"Today we prove that IKN's development is not funded solely by the APBN. Today there are also two KPBU projects and five private investments whose construction will commence immediately," Basuki stated.
International attention has likewise surged: 42 delegates from eight Asian nations and Australia—including Japan, South Korea, Singapore, and Australia—directly inspected KIPP Nusantara on October 5, 2026, observing firsthand the forest city, sponge city, and smart city frameworks championed by IKN.
