Rogue Babinsa soldier arrested in Rumbai

The Narcotics Investigation Directorate of the Riau Regional Police (Polda Riau - Kepolisian Daerah Riau) foiled an international trafficking syndicate attempting to distribute 46.93 kilograms of methamphetamine in Umban Sari Village, Rumbai District, Pekanbaru City, on Tuesday (20/10/2026). Of the two suspects arrested, one is an active Indonesian National Armed Forces (TNI - Tentara Nasional Indonesia) soldier serving as a Village Supervisory Non-Commissioned Officer (Babinsa - Bintara Pembina Desa) in the Langkat region, North Sumatra.

Personnel from Sub-directorate III of Polda Riau's Narcotics Investigation Directorate intercepted the two suspects as they were transporting 47 packages of crystal meth packed into four large bags inside a black Toyota Innova. The two suspects were identified by the initials AF (32) and NS (32), both residents of Binjai, North Sumatra.

Malaysia–Dumai network valued at Rp84.5 billion

Riau Police Chief Inspector General of Police (Irjen Pol) Arman Achdiat revealed that the methamphetamine is suspected to have originated in Malaysia and entered Indonesia via sea routes through Dumai, before being transported to Pekanbaru to await further shipping orders outside Riau, primarily to North Sumatra.

"The evidence we seized amounts to 46.93 kilograms. Converted to monetary terms, the value equals around Rp84.5 billion," Arman stated on Tuesday (20/10/2026). He estimated that this bust potentially saved around 500,000 lives from the perils of narcotics abuse.

Investigators suspect both suspects are not first-timers. According to statements obtained by the police, they had retrieved crystal meth 15 times over the past year in varying quantities, and were promised a fee of Rp50 million for this delivery.

Rogue soldier detained by military police under zero tolerance

Once his official military identity was verified, AF was designated a suspect and detained in the holding cell of the Military Police Detachment of Military Regional Command (Pomdam - Polisi Militer Komando Daerah Militer) XIX/Tuanku Tambusai. The legal case against the active soldier is being handled through a joint jurisdiction (koneksitas) investigation mechanism involving both the police and military law enforcement.

Commander of Pomdam XIX/Tuanku Tambusai Colonel of the Military Police (Kolonel Cpm) Yudi Wahyudi emphasized zero tolerance. "There is zero tolerance for soldiers involved in narcotics abuse. We will take decisive, professional, and objective action against them in accordance with statutory rules and regulations," he said.

The enforcement operation originated from a drug eradication operation in the Kampung Terendam area of Pekanbaru, involving the police, the Riau Provincial National Narcotics Agency (BNNP Riau - Badan Narkotika Nasional Provinsi Riau), the TNI, Customs and Excise (Bea Cukai), and local government authorities.

Syndicate pursued, money laundering probed

The Riau Police Chief emphasized that the investigation remains ongoing. Police are actively examining the suspected involvement of an international narcotics syndicate, including the controllers orchestrating the shipment, and are tracing financial transactions linked to suspected money laundering offenses (TPPU - Tindak Pidana Pencucian Uang).

For their actions, both suspects are charged under Article 114 paragraph (2) in conjunction with Article 132 paragraph (1) of Law Number 35 of 2009 on Narcotics, facing penalties of the death sentence, life imprisonment, or a maximum prison term of 20 years.
