Heirs' Press Conference in Cilincing
The family of David Wahyuna's heirs held a press conference in front of the Yayasan Daya Besar office in Cilincing, North Jakarta, on Wednesday (10/14/2026). The event was accompanied by the Gardapatih Legal Aid Foundation (Yapbakum).
Family representative Nikodemus Jansen said his family had once met Jusuf Hamka directly to discuss the consignment fund dispute amicably. But according to the heirs, the effort has yet to produce the settlement they hoped for.
The family claims rights to the land expropriated for the Polder Cilincing flood-control project. They asked President Prabowo Subianto to pay attention to the case facing their family.
"I ask Mr. President Prabowo, please help these people," Nikodemus said at the press conference.

Rp27.62 Billion Consignment Fund Questioned
According to North Jakarta District Court documents cited by the heirs, Rp27,625,965,000 in consignment funds was handed to Hariputra Yoseph as attorney-in-fact for Yayasan Daya Besar. The disbursement relates to Stipulation No. 31/Pen.Kons/2018/PN Jkt.Utr.
The family questions the October 6, 2021 disbursement, saying they never received the compensation. They asked law enforcement to examine the related documents, including the identity of the party deemed entitled to the compensation.
Yapbakum Gardapatih advisor Denny Maulana also highlighted the administrative process behind the consignment disbursement. He said there are documents that need further scrutiny, including the paperwork for withdrawing the money.
"The journal was taken without verification," Denny said. The heirs asked for an examination of all documents underpinning the disbursement, including the court stipulation, the minutes of the money withdrawal, and the handover receipts.
Layered Land Dispute Since 2016
Beyond the disbursement, the family disputes the ownership history of the contested land. Their claim refers to customary land documents and a 1925 deed linked to Tjoa Tan Bie, as well as Girik C No. 21 and Land Book No. 33.
The family's documents list the land area as 9,670 square meters based on Land and Building Tax (PBB) measurements. Meanwhile, Situation Drawing No. 576/1966 records an area of 11,850 square meters.
The family also questions Building Use Right Certificates (SHGB) No. 15 and No. 19 in the name of Yayasan Daya Besar, said to have been issued in September 1980. According to the heirs' chronology, both certificates expired in 2000.
In the family's chronology, the dispute was once examined by the North Jakarta District Court in 2016. Case No. 613/Pdt.G/2016/PN Jkt.Utr filed by David Wahyuna reportedly ended with a verdict granting the lawsuit and declaring David the rightful owner of the disputed land.
Long Complaint Trail, Ready to Go to KPK
The family and Yapbakum Gardapatih say they have pursued a number of complaint channels. In 2024, the heirs requested mediation from the North Jakarta Land Office, then reported alleged maladministration to the Ombudsman on November 27, 2025.
Complaints were also filed with the Agrarian and Spatial Planning Minister/Head of BPN on August 5, 2026, and the Deputy Attorney General for Special Crimes on September 18, 2026. On October 5, 2026, Yapbakum Gardapatih sent a complaint to the Wantimpres chairman.
Denny said they plan further legal steps, including reporting alleged document and signature forgery to the police. They are also considering complaints to the KPK and the Attorney General's Office, as well as a civil lawsuit.
Yayasan Daya Besar is linked to Jusuf Hamka, who now serves as a Wantimpres member. iNews Media Group contacted Jusuf Hamka via text message for comment, but he had not responded by the time the report was published.
