Two Summonses, Two Absences
Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid twice failed to comply with summonses for questioning by Corruption Eradication Commission (KPK) investigators as a witness in an alleged bribery case concerning Building Rights Title (HGB) processing.
The first summons was scheduled for Wednesday, October 7, 2026. Nusron did not attend, citing an internal agenda at his ministry; KPK Spokesperson Budi Prasetyo confirmed receipt of the confirmation letter explaining the absence. The questioning was then rescheduled for Thursday, October 15, 2026, but Nusron again did not appear. The KPK stated that night that it had not yet received confirmation of the reason for the absence.
Later, KPK Acting Director of Investigation Achmad Taufik Husein revealed that his office had received an official postponement request letter from Nusron, citing an official trip to Malaysia. 'Regarding brother NW, it was actually in accordance with the investigator's summons, but then there was a letter from the person concerned to the KPK requesting a postponement,' Taufik said at the KPK Red and White Building on Friday night (16/10/2026). Investigators are currently reviewing whether the reason is appropriate and reasonable before deciding on a reschedule or subsequent steps.

The Case Behind the Summons: IDR 106.3 Billion Sting
Nusron's questioning is needed by investigators to piece together the complete construction of the alleged bribery and other gratification cases regarding HGB processing for land owned by PT Summarecon Agung Tbk in Bogor Regency — including alleged bribery to unblock HGB certificates. This case originated from a KPK hand-catching operation (OTT) in Greater Jakarta (Jabodetabek) on September 14, 2026, which seized cash evidence exceeding IDR 106.3 billion, the largest seizure record in KPK history.
Out of 17 people netted in the sting operation, the KPK named eight suspects: President Director of PT Summarecon Agung Adrianto Pitoyo Adhi; Golkar politician Fadh El Fouz Rafiq, also known as Fahd Arafiq; Head of the Bogor Regency Land Office Sontang Coin Manurung; former Kebumen Regent Arif Sugiyanto; Director General of Land and Spatial Control and Discipline at the Ministry of ATR/BPN Lampri; as well as Muhammad Fakhry, Erwin, and Rizal Pahlevi.
Four of them were identified by the KPK as Nusron's confidants: Arif Sugiyanto, Fahd El Fouz, Erwin, and Muhammad Fakhry. At Arif Sugiyanto's house, authorities discovered several red suitcases containing IDR 31.86 billion, 2,611,500 US dollars, and 1,974,500 Singapore dollars; IDR 896 million at Rizal Pahlevi's house; IDR 49.5 million at Sontang Coin Manurung's house; and IDR 8 million at Zimamun Ni'am Aulawi's house.
MAKI Challenges KPK to Forcibly Bring In Nusron at Airport
The repeated absences have triggered strong demands. Coordinator of the Indonesian Anti-Corruption Community (MAKI) Boyamin Saiman urged the KPK to issue a warrant to bring in or forcibly pick up Nusron. He even challenged investigators to stake out Nusron's arrival at the airport on Monday night (19/10/2026) or Tuesday morning (20/10/2026), coinciding with the end of his official duty to Malaysia.
Boyamin also questioned the permission for the overseas official trip. 'Because if it is indeed official duty, that means there must be presidential permission. Now, if it was sudden, whether there was permission, I doubt it,' he said. He suspected the trip was linked to efforts to evade questioning — although this suspicion remains Boyamin's assessment and has not been independently verified.
The Directorate General of Immigration confirmed that Nusron was in Singapore and Malaysia on October 14–15, 2026. KPK Chairman Setyo Budiyanto reminded that Nusron had previously stated on September 18 that he would respect the legal process. 'We believe that as a good Indonesian citizen, especially as the person concerned is also a public official, of course it is also an obligation, a responsibility to comply with the legal processes carried out by the KPK,' said Budi Prasetyo.
