Disaster Funds Flow Into MDLA Shares

Indonesia's Corruption Eradication Commission (KPK) revealed alleged misuse of the National Disaster Management Agency's (BNPB) disaster ready-to-use funds (DSP), which were allegedly used to buy PT Medela Potentia Tbk (MDLA) shares worth IDR 30.98 billion. The revelation was delivered by Acting KPK Investigation Director Achmad Taufik Husein at a press conference at the KPK's Red and White Building in Jakarta on Friday (10/16/2026).

The funds allegedly flowed to PT Alfa Veritas Energizer (AVE), a company affiliated with Bima Setiawan (BMS). BMS is an expert staffer to the BNPB chief and the younger brother of former BNPB chief Suharyanto. Through AVE, Bima allegedly bought 150.4 million MDLA shares, equivalent to 1.07 percent ownership. At the October 13, 2026 share price of IDR 206 per share, that stake is worth about IDR 30.98 billion.

IDR 148 Billion Procurement Linked to Suspects

Taufik explained the case is divided into two clusters. The first concerns alleged conflicts of interest in goods and services procurement using BNPB disaster funds from 2024-2026. Several BNPB partner vendors allegedly affiliated with BMS handled procurement worth around IDR 148 billion.

The breakdown: IDR 45.76 billion in 2024, IDR 52.27 billion in 2025, and IDR 50 billion in 2026. BNPB used direct appointment so disaster response needs could be met quickly during emergencies. KPK suspects the mechanism was abused to benefit certain parties within BNPB.

Five Suspects Named

After a case review, KPK elevated the matter to investigation and named five suspects: Bima Setiawan (BMS), Richard Erlangga (RIC) as expert staffer to the BNPB chief, Gabriel Purwaka Sigit (GPS) as commitment-making official and head of BNPB's emergency assistance and fund management sub-directorate, plus two private individuals, Syifa Nrika Ghifarin (SNG) and Gery Prasetiawan (GER).

For his alleged actions, BMS is charged under Article 12 letter i of Law No. 31 of 1999 on Corruption Eradication as amended by Law No. 20 of 2001, concerning conflicts of interest in goods and services procurement. "In the use of BNPB disaster funds for that procurement, funds flowing to companies affiliated with BMS were used for personal interests, including the purchase of PT MDLA shares by PT AVE," Taufik said.

Funds Meant for Disaster Victims

DSP is funding reserved by the government for disaster emergencies and sits within BNPB's budget structure. While it can be used flexibly, it must still meet regulatory requirements.

The funds have been used to handle forest and land fires in Kalimantan and Papua, a major earthquake in East Nusa Tenggara, and floods in Aceh and Sumatra. KPK confirmed the change of BNPB chief will not disrupt the investigation.
