Seven Suspects Detained for 20 Days

The Corruption Eradication Commission (KPK) has detained seven new suspects in the expanded investigation into the alleged bribery and gratification case involving road projects at the National Road Implementation Center (BBPJN) of North Sumatra for the 2023-2025 period.

The announcement of the detention was delivered by Acting KPK Director of Investigation Achmad Taufik Husein during a press conference at the KPK Red and White Building, Jakarta, Thursday (22/10/2026). "Today seven suspects who were present were subsequently subjected to coercive measures in the form of detention by investigators," said Achmad Taufik.

The seven suspects were detained for an initial 20-day period, from October 22 to November 10, 2026, at the KPK's Red and White Building Detention Center for investigation purposes.

Eight New Suspects Since September 30

The KPK named eight new suspects in this case on September 30, 2026. "On September 30, 2026, the KPK again named eight people as suspects," said Achmad Taufik. The designation was made after investigators found sufficient evidence from the facts presented at trial in the previous case as well as new evidence during the investigation process.

Seven suspects who attended and were immediately detained are Stanley Cicero Haggard Tuapattinaja, Head of BBPJN North Sumatra for the period September 2024 to 28 June 2025; Rahmad Parulian, Head of Work Unit Region I of BBPJN North Sumatra; Faisal, Commitment-Making Official (PPK) 1.1 of BBPJN North Sumatra Region I; and Heri Handoko, PPK 1.2 of BBPJN North Sumatra Region I.

The other three are T. Rahmansyah Putra, Head of the National Road Implementation Work Unit for Region II of North Sumatra; Manaek Manalu, PPK 2.2 of BBPJN North Sumatra Region II; and Munson Ponter Paulus, PPK 1.4 of the Work Unit for Region I of BBPJN North Sumatra.

Meanwhile, the eighth suspect, Dicky Erlangga, who serves as Head of the PJN Work Unit for Region I of the North Sumatra BBPJN, did not comply with the investigators' summons. The KPK will issue a second summons for his questioning on Monday, October 26, 2026, in accordance with the provisions of criminal procedure law.

Development of the June 2025 OTT

This case is an expansion of the KPK's sting operation (OTT) on June 26, 2025, concerning alleged corruption in six road projects in North Sumatra worth approximately Rp231.8 billion.

In the development of the investigation, the KPK is probing allegations of conditioning road construction projects and receiving money related to the case. Media reported an alleged total fee of Rp8.3 billion in the development of this case.

The two suspects are charged with violating provisions of the Corruption Eradication Law. The KPK stated that the investigation is still ongoing to trace the accountability of parties involved in the alleged irregularities in the infrastructure procurement.
